Public Notice
The Tweed-New Haven Airport Authority (TNHAA), pursuant to Title 14 CFR Part 158.23, is hereby notifying all interested parties of its intent to submit an application to the Federal Aviation Administration to amend a previously approved Passenger Facility Charge (PFC) application, and for authority to impose a PFC charge, and approval to use PFC revenues for new projects at Tweed-New Haven Regional Airport, New Haven, Connecticut.
PFC Level to be imposed: $4.50
Proposed charge effective date: May 1, 2008
Estimated charge expiration date: December 1, 2010
Total estimated PFC revenue to be collected: $462,013
The TNHAA has identified a total of eight (8) projects to be included in the PFC application. Below is a brief description of each project, including the purpose of the project, and the amount of PFC revenue to be used on the project.
Safety Enhancement Projects
Acquisition of ARFF Vehicle - This project involves the acquisition of an Aircraft Rescue and Fire Fighting (ARFF) vehicle under an Airport Improvement Program grant. The vehicle, which has been delivered, is a Class B vehicle which carries 1,500 gallons of water, 500 gallons of AFFF foam, and 500 gallons of dry chemical. Total cost of the vehicle is $607,714 (PFC share $7,597). PFC funds are to be used to reimburse the TNHAA for the sponsor's share of the project costs.
Terminal Apron Reconstruction & Glycol Collection System - The project, which is to be performed under an Airport Improvement Program grant, includes the reconstruction/replacement of approximately 50,000 square feet of aircraft parking apron and construction of a glycol recovery system adjacent to the Terminal Building. The total project cost is $1,993,793 (PFC share $24,923). PFC funds are to be used to reimburse the TNHAA for the sponsor's share of the project costs.
Construction Runway 2-20 Safety Area and Taxiway B Extension (Phase I) - This project, which is being performed under an Airport Improvement Program grant, includes construction of full runway safety areas on both ends of Runway 2-20, and the extension and reconstruction of Taxiway B. The total estimated project cost of Phase I is $10,578,947 (PFC share $35,733). PFC funds are to be used to reimburse the TNHAA for the sponsor's share of the project costs.
Obstruction Study - This project was previously approved by the FAA under a prior PFC application for impose and use authority. The TNHAA is seeking to amend the impose and use authority to cover an increase in project costs. The project included the identification and mapping of airport obstructions, and the creation of an obstruction database integrated with GIS software. The project was subsequently expanded to include development of airport obstruction maps for use in amending local height hazard zoning ordinances, and a request to the FAA for an aeronautical review. The project is to be entirely funded using PFC revenue. The previously approved project cost of $183,000 has increased by $60,000 to $243,000.
Runway 14-32 Shoulder Removal - This project was previously approved by the FAA under a prior PFC application for impose and use authority. The TNHAA is seeking to amend the impose and use authority to cover an increase in the project costs. The project, which is to be entirely funded using PFC revenue, involves the design and construction for the removal of paved shoulders on the crosswind runway, Runway 14-32. The bituminous concrete pavement is to be removed and replaced with turf. The original estimated projects cost was $300,000 however, actual design costs and construction bids have increased the estimated total project cost to $371,000, an increase of $71,000 over the previously approved amount.
Replacement of Airport Beacon - The project includes the removal of an existing airport beacon, and the installation of a new 24 inch L-802A airport rotating beacon on the roof of the FAA ATCT. The project is to be entirely funded using PFC revenues. The total estimated project cost $100,000.
Wildlife Study - This project involves conducting a 12-month ecological study of the Airport to assess wildlife attractants and develop a wildlife hazard management plan. The project is to be entirely funded using PFC revenues. The total estimated cost of the study is $40,000.
Capacity Enhancement Projects
Terminal Improvements - This project was previously approved by the FAA under a prior PFC application for impose and use authority. The TNHAA is seeking to amend the impose and use authority to cover an increase in the project costs. The project, which was performed under an Airport Improvement Program grant and, which has been completed, included enclosure of a covered pedestrian walkway connecting arrival and departure areas, replacement of the outbound baggage conveyor, and installation of an emergency generator. The original estimated project cost was $652,900 (PFC share $80,249). The final project cost was $679,157. The PFC share of the final project costs was $106,506, an increase of $26,257. PFC funds are to be used to reimburse the TNHAA for the sponsor's share of the project costs.
